The challenge is that they cannot touch the cup, Fred the gummy worm, or the gummy lifesaver with their hands at all, they can't let him fall and drown, and they can't injure him in any way (i.e. poke him with the paperclips). They have to use and reuse the paperclips to accomplish the task.
