Very inconsistent. At least 2 patches later still the same issue as OP. For ex. The lava arch cave horde wont spawn. Restarted game, and even left the region, then came back. Waited several in game days and still nothing. This happened with the proxy horde and a couple others. The others finally loaded in after leaving the area and coming back.

Freaker Hordes are a prominent hazard in Days Gone. There are a total of 40 Hordes in game, each of them having multiple points they travel between. Try and find them in a cave and set proximity bombs. Then use attractors and attractor bombs to bring them out. Use molotovs as they come out and try to shoot from a distance. If you hid in shrubs they will turn around and walk back to the cave. You can walk up behind them and do stealth kills on a bunch.
