The traffic inside the city itself isn't too bad, it's just that the highway going into it at the top right is backed up for miles and miles, so far that I can't even see the end of it. Here is a closeup of the interchange that seems to be causing all of this. It seems like merging is the issue here, but I'm not sure what to do about it.
